Quaor has a strong connection to systems of government. Essentially what Quaor represents is the creation of a novel order or reality rather than the continuation of an old system. As a result it appears to has a connection to revolution, radical ideas, particularly Anarchism. However somewhat paradoxically it also has a strong connection to government regulations.
The reason is that at a more base level Quaor represents mankinds power to order, create and rule. To rule rather than to be ruled, to organise rather than be organised.
Quaor is like Saturn, but positive. It represents not established rules and regulations but the process of exercising power over the universe through rules.
