Never heard of it before. I can't find any references to it on Wikipedia, and that's a pretty comprehensive source for minor planets. Googling "phoenix" and "minor planet" produces plenty of hits about astronomy in Phoenix AZ, but nothing about a minor planet named Phoenix. The list of trans-neptunian objects discovered in 1996 reveals none with names. Among the named asteroids for that year there are none named Phoenix either. There is a constellation called Phoenix in the southern hemisphere, but I don't think you would have gotten the two confused.
